How a public tender works. Four steps, from the public body to the contract.

  1. The public body publishes the tender

A town council, a hospital, a school: with the maximum price it will pay, before VAT, and the rules in the caderno de encargos (the specifications).

  2. Companies submit their bids

On an e-procurement platform, before the deadline. The platforms are private companies licensed by the State. Each tender says which one it uses, and we take you straight to it.

  3. The public body picks the winner

Most of the time the lowest price wins. In the rest, quality counts too, with the criteria and their weights set out in the tender rules (for example: price 60%, delivery time 20%, method 20%).

  4. The contract is published on base.gov

With the price and, in most cases, the companies that bid. That is where our numbers come from.

Before you prepare a bid, you can look up the CPV code for your work (the EU code for what is being bought) and learn how to compare prices of similar contracts. These guides are free and need no account.
