About Adjudica
Adjudica.eu: public tenders for companies
Adjudica.eu is a Portuguese service for public tenders, built with AI for companies: alerts, the likely winning price and the history from Portal BASE (who won, at what price, against whom). Every day it reads the contracts and notices on base.gov and uses artificial intelligence to analyse the documents of each tender.
What can you do on Adjudica.eu?
Search open public tenders, set up your company profile, track your bids and look up the published results of companies and public bodies. On Pro, get alerts and use AI to understand the requirements and deadlines in the tender documents, with the sources shown. See the plans and current terms, or read, stage by stage, what the AI does in public tenders and what stays with you.
Adjudica.eu is an independent product for companies that supply goods, works and services to the Portuguese State. The official documents and notices remain the reference. You submit your bid on the e-procurement platform named in the notice. Recommendations and estimates help you decide without guaranteeing eligibility or an award.
Our mission
Give any company, large or small, the information that is already public but nobody has time to read: the prices at which tenders are won. Adjudica reads them for you.
Who it is for
- Companies in construction, maintenance, cleaning, IT, consulting and supplies that already bid in Portugal or want to start.
- People who prepare bids and need to know quickly whether a tender is worth the effort.
- Companies in Portugal run by teams who prefer English. Tenders, documents and bids stay in Portuguese, as the law requires; Adjudica explains them in English.
What we do with open data
We bring together the contracts on Portal BASE (the Portuguese public contracts portal) and the notices in the Diário da República (the official gazette). We link each contract to the public body and the companies, and work out what nobody publishes ready-made: how far below the maximum price tenders are won, who bids against whom and the likely winning price. The year in numbers is in the 2026 report.

Who makes Adjudica
José Brandão
Founder of Adjudica.
Adjudica follows your company's public tenders from start to finish, with the help of artificial intelligence. It finds the right tenders for you, reads the tender documents and tells you what is required and what could go wrong. It shows past prices and competitors, estimates the likely winning price, reminds you of deadlines and emails you every morning.
It is built on public data. The prices at which tenders are won are all on base.gov, as open data, but spread across hundreds of thousands of contracts that nobody has time to read. I brought them together: for each tender you see how far below the maximum price the winners of similar work went, and who you will be bidding against.
What it does for you
- Finds the right tenders. AdjudicAI shows the opportunities that match your company's profile and helps you compare highlights, values and deadlines.
- Reads the tender documents. It tells you the award criteria, what to submit, the deposit, the site visit and the deadlines, and what could go wrong in the contract: penalties, payment terms, price revision. If you still have a question, ask AdjudicAI and get the answer with the page and the excerpt.
- Shows you the market. Who won similar tenders, for how much, and who you will be up against.
- Estimates the likely winning price of each tender, and lets you test yours before you submit.
- Tracks your bids. What is still to submit, reminders before each deadline and a warning before a certificate expires.
- Emails you every morning about the new tenders that matter to you.
What it doesn't do: it does not submit bids for you, and you still need to read the documents.
Data to quote and share
The 2026 public tenders report brings together national figures, rankings and the data cut-off date. You can quote our analysis by citing "Adjudica.eu", the link to the report and the period the figures cover. On the 1st of every month we also publish a monthly report with open data (CC BY 4.0) and dated corrections. Ready-to-quote figures, CSV tables and the logo are on the press page.
For a sector analysis, to clarify a metric or to correct data, get in touch. Awarded values are not revenue received; sources and limitations come with the data.

For questions, data corrections or press: contacto@adjudica.eu, or the contact form. You can write to us in English or Portuguese.
Legal note
Adjudica is not a State service and is not part of IMPIC (the public body that runs Portal BASE). It uses open data published by law on Portal BASE and in the Diário da República; company and public body names are shown as they appear there. It does not guarantee you win: bids that lost are never published. The terms and the privacy policy cover the rest.
